Safe-Conduct Travel Document
To travel to Panama without a valid passport, you can apply for a Safe-Conduct Travel Document. International regulations require that all individuals traveling abroad carry a valid passport or a travel document, even if traveling to their country of origin.

STEP 1
Requirements for applying for a travel document:
Safe-Conduct Travel form
Copy of the birth certificate.
Copy of the expired passport.
Two passport-sized photographs (2x2) with a white background, no glasses, or large earrings.
Police report in case of passport theft.
Loss report in case of loss.
Payment by Money Order or Cashier’s Check: $118.00 USD, made out to: Consulate General of Panama
NOTE
According to the United States of America's regulations for leaving the country, anyone traveling abroad must have a valid passport or travel document.
This travel document (salvoconducto) is only valid for travel to Panama and will not be valid for travel to any other country.
While in Panama, the citizen must renew their passport at the Passport Authority offices.
